The Tyranny League
The so-called Tyranny League was a loose association of super-criminals opposed to the Freedom League. Several arch-enemies of the Freedom League banded together in the hope that their combined strength would match that of the super-heroes.
After the Alien Invasion
Now that the Earth has fallen under the control of the V'sori, the current version of the Tyranny League is attempting to create a Tyranny Syndicate. Their goal is to organize every super-villain on Earth into a mafia-style structure in order to drive the aliens from Earth. Once that is done, they plan to divide the planet up into territories, each under the rule of a Tyranny League member.
There are currently seven leaders of the Tyranny League. They are:
Circe
Circe is the legendary sorceress from Greek Mythology who was the arch-enemy of Freedom League member Daedalus. She is adept at transformation magic and normally enlists transformed humans and beasts as her minions. She seeks to gain enough power to achieve godhood and take her place among the Greek pantheon.
Doctor Stratos
The mad scientist Doctor Stratos was the arch-enemy of Captain Thunder. When Stratos created a floating base to create a super-hurricane to threaten the United States, Captain Raymond Gardner was one of the US fighter pilots who flew into the super-storm to try to stop him. The energies released when the base exploded gave Gardner the superman-like powers of Captain Thunder, where Doctor Stratos gained the ability to control the weather on a large scale. Years later, an stray lightning bolt from a battle between Captain Thunder and Doctor Stratos granted a bystander super-powers. She would become Lady Lightning. Lady Lightning with the assistance of the Maestro later mind-controlled Captain Thunder into thinking he loved Lady Lightning. The result of their union was the super-villain Tesla.
Hiroshima Shadow
Hiroshima Shadow claimed to be born out of the nuclear fires dropped upon Hiroshima at the end of World War II. Since then he has worked to exact revenge upon "The West." His arch-enemy was the strange and mysterious Dr. Metropolis, who vanished on the day the V'sori attacked.
The Killing Joke
The insane clown serial-killer and organized crime leader who calls himself the Killing Joke, was the arch-enemy of retired Freedom League member the Raven. The Raven retired some years ago after the Killing Joke was believed to be dead. The Joke resurfaced a few years before the V'sori invasion and often clashed with Next-Gen member Black Bird.
The Maestro
A failed classical composter, the Maestro turned to crime, using advanced sonic technology to control the minds of others. He often clashed with Johnny Rocket.
Orion the Hunter
Orion is the worlds most dangerous assassin. He was known as never having failed to kill his target, until Lady Liberty interfered with his attempt to kill a US President. That earned her the place of being his most hated enemy.
Stingray
Stingray is a renowned oceanographer and archeologist, whose obsession with stealing the secrets of Atlantis granted him arch-enemy status with King Meros of Atlantis (also known as the super-hero the Aquarian) Stingray also often clashed with the Loa of the Sea (Le Sirenne), but her arch-enemy was Baron Samedi.

Fade - An underling of Stingray, he was present when the Tyranny offered Doctor Destruction and alliance. He fled, rather than join Doctor Destruction.
Ice-Master - An underling of Doctor Stratos, he is rumored to be in Star City looking for recruits.
Perception - An underling of Stingray, she was present when the Tyranny offered Doctor Destruction and alliance. She fled, rather than join Doctor Destruction.
